Can I withdraw provident fund 3 years after leaving the service?

I heard there is a recent directive from EPFO that if the PF a/c is dormant for more than 3 years, you can not withdraw / transfer the amount. 31st Mar 2011 is the last date for claiming withdrawal / transfer of all such a/c. Is it true?
