Did the Prime Directive concept of Star Trek stem from the reason God is hidden from man?

In other words, if God were detectable, we wouldn't be making independent decisions. We really have only patterns in nature, probability and logic to make our conclusion and enough freedom of will to ignore circumstantial evidence. Thoughts?
