How can Obama claim on TV that....?

"we are winning" in Libya? What exactly are we "winning"? There has been no declaration of war, there has been no directive from anyone as to what the goal is (Obama says that we can't force regime change before he said we need to force regime change). He doesn't even know who or what will take over "the mission"...other than NATO...but who will be in charge? Britain? France? He's said it won't be the US. So what exactly are we "winning"?
