I am looking for a programming subcontractor?

I have an idea for my country that will earn good money on the base of programming for local demand with my mother language. I have a programmer too but not so professional. But I would make very good description and directive for a subcontractor. I wanna order a program about local financial request then planning to market and sell to my local market. How i can found a good and reliable subcontractor.
